Please join us on Thursday, November 9th for a Procopio Environmental Breakfast Club featuring Paula Forbis, the Air Pollution Control Officer in charge of the San Diego Air Pollution Control District, who along with John Lormon, (Chair of the Procopio Environmental Practice Group) will lead a timely and important conversation about key District and statewide air initiatives that are or likely will impact your operations directly or indirectly, including:
• The changes affecting the District organizational and operational structure now that AB 423 has been implemented;
• Reductions of NOx and PM emissions (SIP strengthening) from indirect sources like the Los Angeles “Warehouses Rule”, will San Diego adopt a warehouse ISR?
• Special District programs for Under-Resourced Communities (Boarder and Barrio Logan);
• Odor and nuisance air quality monitoring at the Tijuana River Valley;
• The jurisdictional difference in regulation of Greenhouse Gas (GHG) emissions – the U.S. EPA, the California Air Resources Board, and the District;
• Low Carbon Fuel Standard (LCFS) credit for dairy methane digesters and push for “factory farms” rule
• New California GHG emission and risks disclosure requirements for public and private companies; and
• Observations on the management of a District enforcement and penalty case by the APCO and Mr. Lormon.
