Overview
Racheal primarily represents tribes and tribal entities in litigation and employment law matters. In litigation, Racheal has successfully defended tribes and tribal entities on sovereign immunity and tribal court jurisdictional grounds in a variety of tribal, state, and federal courts. She also guides tribal governments, casinos, and other tribal entities through employment-related issues to minimize risk and expense. Racheal understands that there are unique aspects to tribal employers, and she helps clients understand which employment laws apply to their operations and counsels them on complying with applicable employment laws, including through providing trainings to management and personnel. She also helps clients respond to employee complaints if they arise, such as claims of harassment, discrimination, or retaliation and wage and hour concerns. Racheal is experienced in drafting effective tribal employment policies, agreements, and ordinances as well.
Before joining Procopio, Racheal clerked for Judge Mary Schroeder of the U.S. Court of Appeals for the Ninth Circuit, and she clerked for Chief Justice Scott Bales of the Arizona Supreme Court. Racheal is an enrolled member of the Rosebud Sioux Tribe of South Dakota.
