April 16, 2025 – A recently arrived Partner has assumed a leadership role in Procopio’s Capital Markets and Securities practice as another seasoned capital markets attorney joins the AmLaw 200 law firm. Partner Ruba Qashu, who joined Procopio from Barton LLP as a Partner in February, assumes a co-leadership role of our capital markets practice with existing leader Dennis Doucette, who is also Procopio’s Managing Partner. Ruba is based in Procopio’s Orange County office and Dennis in the firm’s Del Mar Heights office.

Ruba has practiced capital markets and securities law in the L.A. and Orange County region for nearly twenty years. She has extensive experience as lead securities counsel for public companies and is adept at dealing with the U.S. Securities and Exchange Commission (SEC), Nasdaq and NYSE. Her services include reverse mergers, Form 10 transactions, follow-on public offerings, CMPOs, registered directs and PIPEs. Ruba handles ‘34 Act reporting and advises regarding corporate governance, equity compensation plans and stockholder communications, and she files primary, reseller, and shelf registrations.

Dennis focuses on corporate and securities compliance for public and private companies. He has extensive experience with public offerings, securities filings, formations, corporate stock issuances, recapitalizations and reorganizations, stock restriction agreements, officers and directors advice, equity incentives/compensation, securities compliance, and corporate governance. Dennis has participated in more than 500 corporate finance transactions, including corporate, securities, mergers and acquisitions and venture financing. He led Procopio’s Business and Technology Team prior to joining the firm’s Management Committee in early 2024. He was elected Managing Partner in October of that year.
