Ms. Rosen has expertise in a broad range of real estate development, construction and finance transactions. Her practice is primarily focused on representing developers and lenders in connection with the construction, financing and sale of commercial office, residential and mixed-use development projects, hotels and casinos, and energy and other infrastructure projects. Her work includes drafting and negotiating purchase and sale agreements, commercial leases, construction contracts, and offering circulars and other financing documentation for a wide array of projects, both domestically and abroad.
Prior to joining Procopio, she was an attorney with Latham & Watkins LLP where she worked in both the San Diego and Singapore offices. She is a member of the American and California Bar Association.

Representative Matters
- Representing developers in the drafting, negotiation and competitive bidding of construction and other contracts with respect to wind, geothermal and gas-fired electrical generation projects and the acquisition of electric generating facilities in various states
- Representing various lending institutions, as underwriters, administrative agents and lenders, in drafting and negotiating security documents and conducing real estate diligence and negotiating title policies for the financing, construction and development of hotel and casino projects and electric generation projects in various parts of the United States and abroad (including Las Vegas, Nevada and the Macau Special Administrative Region of the People's Republic of China)
- Representing a real estate investment trust in negotiations for a sale-leaseback transaction to acquire hospitals and medical office buildings
- Representing a California-based company in the sale of six parcels of land in downtown San Diego to various developers for residential and commercial projects and the performance of its obligations under its development agreement with the City of San Diego
Education, Distinctions & Community Involvement
Ms. Rosen received a Bachelor of Science (cum laude) in Mathematics-Applied Science in 1992 from the University of California, Los Angeles and her law degree from the University of California, Berkeley in 1995. Ms. Rosen was admitted to practice in California in 1995. She currently serves on the Community Advisory Council of the Scripps Institution of Oceanography at the Birch Aquarium and is a member of CREW - Commercial Real Estate Women. Ms. Rosen also coaches a team in the under 6 age division for La Jolla Youth Soccer.
